Bilah and NnwaDoro Fields: Preliminary HSE Assessment
The study provided an understanding of the health, socio-economic and environmental related issues in relation to a development of the two fields. The scope included update description of the environment (physical, biological and socioeconomic); the permitting procedure; risks evaluation and an evaluation of the need for additional baseline data. It also updates the findings from previously performed impact assessments.
Shell Petroleum Development Company: Environmental Studies Services Contract (ESSC)
Shell Nigeria contracted EnvironQuest to provide environmental studies services to support her Eastern and Western operations. The work scope includes:
- Determine baseline condition in the natural, social and health environment;
- Determine extent, magnitude and concentration of pollutants emanating from project activities;
- Determine the extent of impacts of proposed project activities on the environment;
- Identify social and socio-economic impacts of projects on the communities;
- Develop Environmental management Plans; and
- Conduct public consultation and panel reviews.
Automotive SugarCane-to-Ethanol Project: Environmental and Social Impact Assessment
Accenture on behalf of NNPC contracted EnvironQuest to conduct the ESIA for the Ethanol Programme at Gombe and Benue States. The ESIA work scope includes:
- Drafting of project proposal and registration with the FMEnv ;
- Conducting environmental baseline surveys for each of the three sites;
- Conducting environmental and socioeconomic impact assessments;
- Conducting public meetings to review the ESIAs;
- Developing alternatives analyses;
- Developing mitigation and monitoring measures; and
- Developing Environmental and Social Management Plans (ESMPs).
GIS Scheme for PHCN’s Shomolu Business Unit
EnvironQuest is deploying an enterprise GIS system based on ESRI’s ArcGIS to enhance the operational capacity of the Shomulu Business Unit. The scope includes:
- Creation of Consumer Database and Consumer Indexing
- Mapping of Sub-transmission and Electrical Distribution Networks
- Design & Development of an Enterprise MIS for analysing and reducing ATC losses
- Training and Equipping of project office.
Ajasse Ipo Watershed Catchment: Baseline Survey
The survey is designed to capture the existing social and environmental status of the Ajasse-Ipo Watershed Catchments area prior to the proposed Global Environment Fund (GEF) intervention, especially on landuse, land and water management. With the baseline information available, project impacts will be captured, assessed, measured and evaluated.
Lagos Solid Waste Management Project: Environmental and Social Assessment (ESA)
EnvironQuest is conducting an ESIA for the Lagos Metropolitan Development & Governance Project - Solid Waste Management component. The ESIA scope covers the proposed upgrading of existing dumpsites (Ojota, Abule Egba and Igando); rehabilitation and expansion of capacity for an engineered landfill complex. The ESIA is in compliance with Lagos State environmental requirements and World Bank Operational Policies.
Science & Technology Education Post-Basic (STEP-B) Project: Environmental and Social Management Framework
The World Bank contracted EnvironQuest to develop the STEP-B Project ESMF. The objective of the project are to support the Government of Nigeria in improving the quality and relevance of science and technology (S&T) programmes offered at federal tertiary and research institutions, increase access for the disadvantage target groups (rural and female students) and establish an effective Public Private Partnership for S&T related programmes. The objectives of the ESMF are to assess the potential environmental and social impact of the sub-projects (rehabilitation, construction etc), propose mitigation measures, and establish procedures for environmental and social screening of sub-projects.
Nigeria Automotive Ethanol Programme: Environmental and Social Impact Assessment
Accenture on behalf of the Nigerian National Petroleum Corporation (NNPC) selected EnvironQuest to conduct environmental assessments and produce three ESIAs for the National Automotive Biomass Ethanol Programme’s Integrated Sugar Cane Plantations and Ethanol Distilling Plants in Gombe and Benue States. The programme’s objective is to develop a sustainable biofuel industry in Nigeria.
The specific scope of work include:
- Drafting of project proposal and registration with the Federal Ministry of Environment;
- Conducting environmental baseline surveys for each of the three sites;
- Conducting Preliminary Environmental and Socioeconomic Impact Assessments to gain initial comment from stakeholders, including the World Bank;
- Conducting public meetings to review the ESIAs;
- Conducting household baseline surveys and local focus groups;
- Developing alternatives analyses;
- Developing mitigation and monitoring measures; and
- Developing Environmental and Social Management Plans (ESMPs) for each site.
These ESIA reports conform to World Bank and Nigeria guidelines.
Avian Influenza Control Project (AICP): Medical Waste & Carcass Disposal Management Plan
EnvironQuest developed the National Medical Waste Management Plan for medical wastes and Avian Influenza infected carcasses for the Human Health component of the Nigerian AICP. The plan will ensure environmental and social sound disposal of infectious/ hazardous medical waste and AI infected carcasses to prevent the further spread of communicable diseases (e.g. AIDS/HIV, Hepatitis B etc) and Avian Flu.
Avian Influenza Control Project (AICP): Environmental Management Plan
EnvironQuest developed an Environmental Management Plan for Carcass Disposal under the Animal Health component of the Nigerian AICP. The EMP provides a framework for mitigation of adverse environmental and social impacts during carcass disposal. It includes guidelines for choosing carcass disposal methods and provides details for monitoring and supervision. It also specifies institutional strengthening and training requirements.
State Education Sector Project (SESP): Environmental and Social Management Framework
EnvironQuest was contracted by the British Council to develop the Environmental and Social Management Framework (ESMF) for the DFID/World Bank sponsored SESP. The objectives of the ESMF are were to identify the environmental and social impact of constructing and rehabilitating public basic education schools in Kano, Kaduna and Kwara States, Nigeria and ensure the project is executed in an environmental and social sustainable manner.
Pre-drilling Ecological Seabed Survey – Chevron Ruta Oilfield (E & F Wells)
EnvironQuest was contracted by Chevron Nigeria to conduct a pre-drilling seabed survey of Chevron Nigeria’s Ruta Oil Field in Oil Mining Lease (OML) 95. The goal of the survey was to provide detailed baseline information as a pre-assessment of the project site before the envisaged environmental impacts of drilling activities on the seabed.
Air Quality Assessment Oriental Foods Facilities
EnvironQuest scientists conducted air quality studies within Oriental Foods facility in compliance with National Agency for Food and Drugs Administration and Control (NAFDAC) requirements. Air samples were collected and analysed for VOCs, particulates, NOx, CO, CO2 and other air quality parameters in accordance with local and international standard procedures.
Nnamdi Azikiwe International Airport, Abuja - Environmental and Social Audit
EnvironQuest
was contracted by IFC (a member of the World Bank group) to conduct the
Environmental and Social Audit of the Nnamdi Azikiwe International
Airport, Abuja. The goal of the audit was to provide detailed
information about the current environmental condition of the Abuja
Airport and its surrounding, and to identify potential liabilities
arising from the environmental management of the property. The audit
report was part of the information made available to prospective
bidders during their due diligence.
EnvironQuest also investigated existing and potential social issues through public consultations and focus group discussion. The purpose of the consultation is to address issues such as:
- compliance of past resettlement activities with existing laws and regulations;
- concerns of the neighbouring population; and
- effects of identified pollution (groundwater, water, soil etc) on human health.
Federal Roads Development Project - Environmental & Social Management Framework
EnvironQuest
developed the Environmental and Social Management Framework for the
World Bank/IDA sponsored Nigerian Federal Roads Rehabilitation and
Maintenance Program. The ESMF covers the implementation of Nigeria's
road improvement and rehabilitation program.
Lagos Metropolitan
Development Project - ESIA and Resettlement Policy
Framework
EnvironQuest conducted the Environmental
and Social Impact Assessments and subsequently produce
the ESIA reports for the drainage rehabilitation component
of the LMDP in 9 slums (Agege, Ijeshatedo/Itire, Ajegunle,
Amukoko, Badia, Bariga, Ilaje, Iwaya & Makoko)
in Lagos, Nigeria.
The Resettlement Policy Framework covers the physical
and economic displacement anticipated from this and
other components of the LMDP. The overall objective
of the project is to improve the existing infrastructure
within the state and reduce the recurrent incidence
of flooding in Lagos State.
Geophysical Investigation & Site Assessment
EnvironQuest conducted this geophysical investigation
and site assessment to support a major financial institution
as part of due diligence prior to the acquisition
of a commercial properties in Northern Nigeria.
Phase I Environmental Site Assessment of Oil & Gas Facility
EnvironQuest conducted a Phase I ESA for General
Electric at Port Harcourt, Nigeria in line with ASTM
E1527 standard. Our scientists assessed the potential
environmental liabilities; determined regulatory compliance
and identified health and safety issues associated with
acquiring a facility. Specific tasks include: field
study, regulatory review, questionnaire administration
and reporting in cooperation with URS Corporation.
West African Power
Pool Environmental Assessment Guidelines Development
EnvironQuest
was contracted to carry out this project funded by the United States
Agency for International Development (USAID). The objective of the
project was to assist participating member states, national utility
companies and other stakeholders in preparing, conducting and
evaluating Environmental Impact Assessments (EIAs) with respect to the
national and regional electrification projects; particularly those
dealing with the construction and operation of transmission lines,
thermal power generation units, and hydropower dams and plants.
The project involved review of standard EIA procedures
for electric power industry; EIA requirement
of multi-lateral lending agencies (World Bank, IFC
and AfDB); the existing institutional framework
in the individual ECOWAS member states and the development
of an EIA Guidelines for the WAPP electrical installations
covering transmission lines, hydropower and thermal
generation plants.
Environmental Assessment
of Heineken Brewery Plants
EnvironQuest conducted an environmental assessment
of Heineken Breweries facilities in (Enugu, Lagos,
Ibadan, Onitsha and Kaduna) Nigeria. We adopted a
systemic approach to assess the environmental liabilities
prior to the acquisition of majority shareholding
in Nigerian Breweries by Heineken N.V.
Our scientists
executed all phases of the field study, working closely
with the other contractor (Tauw B.V), client representatives,
and government agencies.
Stack Emission Monitoring
EnvironQuest conducted stack emission sampling for
industrial boilers and power generating plants at
the Nigeria Breweries Facilities. Emission measurement
was carried out in compliance with the Federal Ministry
of Environment (FMOE) and relevant international standards
to analyze the concentration of various pollutants in the
flue gas.
Environmental Impact
Assessment of Aviation Fuel Tank Farm
EnvironQuest prepared an EIA for the expansion of
an existing aviation fuel depot at the Murtala Muhammed International
Airport, Lagos to meet the growing demand for aviation fuel.
The assessment provided basis for the evaluation
of different options for the expansion project.
West African Gas Pipeline
Environmental & Social Impact Assessment
EnvironQuest scientist worked with ICF Consulting
to conduct Environmental and Socioeconomic Impact
Assessments and subsequently produce the EIA/SIA reports
for the onshore and offshore pipeline component of
the WAGP. The proposed pipeline will deliver natural
gas from Nigeria to Benin, Togo, and Ghana.
Environmental
Baseline Surveys (EBSs) of the shorelines and impacted
areas were conducted in each country; stakeholder
consultations were held on regular basis; and impact
assessments, mitigation and monitoring measures, health
and safety plans, and environmental management plans
were made for each country.
EIAs for the Escravos
Gas Projects
EIA specialists,
currently with EnvironQuest, participated in the EIA
and Environmental Baseline Surveys (EBS) for the Escravos
Gas Projects. The EIA included process characterizations,
impact analyses, qualitative risk analyses, and recommended
prevention / mitigation measures.
Perceived political
impacts were included in the impact analyses leading
to process improvement discussions involving drinking
water, local fishing, groundwater conservation (subsidence),
and erosion protection. The EBS involved both a wet
and dry season for onshore, near shore, and offshore
sediment biological and chemical characteristics.
Bonga Offshore Field Development Project - Environmental Impacts Assessment
The Bonga field development is located in offshore
Nigeria (1000 m water depth). The development includes
subsea wells tied to an FPSO; a gas export pipeline
tied back to an onshore LNG facility via a shallow
water platform.
EnvironQuest
EIA specialist participated in the development of
the full EIA for this project; which was prepared
in compliance with the requirements of the Federal Ministry of Environment and
the Department of Petroleum Resources.
Environmental Impact
Assessment – Lagos Power Project
Environmental scientist, currently with EnvironQuest,
participated in the EIA for the Egbin 270 MW power
plant & transmission line project. The project
is aimed at easing the problem of inadequate power
supply in Lagos, Nigeria.
The baseline studies involved
wet and dry season sampling of onshore and near-shore
soil, water and sediment for biological and chemical
characterization. The EIA included impact analyses,
qualitative risk analyses, and recommended prevention
/ mitigation measures.
Ugborodo New Town Development: Environmental Impact Assessment
EnvironQuest EIA specialist took part in the development
of an EIA for a resettlement project involving
the inhabitants of two villages in Western Nigeria,
threatened by subsidence and severe coastal erosion.
This project covered complex socio-economic, ethnic,
and institutional issues inherent with the relocation
of residents from an established village to a new
residential development within the Niger Delta.
Wetland Restoration
in the Niger Delta.
Environmental scientist currently working with EnvironQuest
conducted mangrove transplanting in some areas within
the western Niger Delta swamps to restore over 50
hectares of degraded mangrove swamps. The project
involved understanding the cause of the degradation,
proffering solution to the degradation and the removal
of viable seedlings/saplings from an established mangrove
forest and transplanting them on the revitalized degraded
site.
